Privacy reasons, this user may not be contacted directly

It’s not a bug. This means the spam filter or a user marked the particular message as spam. Fiverr usually reviews these messages and then decides if it was in fact, spam or not. If not, you’ll be able to contact the particular user again soon enough. All you can do is wait and see if it gets marked as not spam after a while.
