Content Creator Licensing and usage agreement

I am in the process of hiring a content creator for producing a video TikTok ad (creative). The Seller want me to sign an agreement that the creative is not our property but we have the right to use it for some social media for six months.

When I previously hired a software  developer here on Fiverr, it was clear theat the software he deveoped was my property after completion.

I was wondering if it was commonm that Content Creators dont sell their intellectual property but only license usage for a limited time.
