custom offer Create an offer is missing in inbox

Hello everyone!
Hope everyone is having good time. I am facing a issue. Not sure if it is a bug or account problem. There is a feature in fiverr called 'Create an offer' which is missing in my account's inbox. But I have used that previously now it's gone. Can anyone help me on that issue? You can see the issue in the attachement.
