Doesn't Fiverr have to be a US-based company to ask for W-9s?

Fiverr originated in Israel, not the US.

Because of that, my sister has an impression that Fiverr is a scam.

I already tried contacting the staff about this, and they haven't really answered my question.

I'm not sure who is the seller here. Are you (or your sister) a U.S. citizen? If so, no matter where you live in the world, you have to report your income to the U.S. government. So you'll have to fill out that W-9 form. There are hefty fines placed for companies that don't ask U.S. citizens to submit a W-9 form (especially if you make more than $600/year). I'm a U.S. citizen in Japan, so I had to provide a W-9 form. I also file taxes for both the U.S. and Japan.

Moved to Fiverr questions and correct answer marked.

Fiverr is legitimate, and W-9s are a requirement for US citizens.

I'm having to do mine now (UK not US), but i fear so many freelancers 'forget' and one day their government will request info from Fiverr and come after then.
