How do I leave a positive feedback to my Buyer?

In my things to do , I see the RATE NOW bottom, but when I click, I dont see where i’m supposed to rate the buyer?? I even know that he left me a good review, but how do I reply to that?

You should see a green section on the order page, underneath your "delivery’ communication with the buyer, and above your buyer’s review of you. There are five empty stars. You click on the stars indicating your rating, and a window opens which allows you to type a written review, too. When done, you click “Publish Review”.
