Can I use my cousins payoneer account which was:
 - attached to his fiverr account in the past but:
  - his fiverr account doesn't exist now.

So, His payoneer account is not currently linked to any other fiverr account.

It's best to ask Customer Support, because they're the only ones who can give you the official answer.

Generally speaking, though, it's risky. You could end up permanently banned for having multiple accounts even though you don't have them. Plus it's always better to have your own Payoneer account. It's safer that way.
