What options do I have after receiving a buyer request?

After receiving a buyer request, do I have to fulfill the request? or do I have the option to refuse the request?

No its just that if the buyer's requirements match to your services that you are providing and the price  matchs with you then you can bid them. After that if buyer likes your answer he/she will contact you

Yes, what they said! You do not have to send an offer but you get that notification when your gig matches what they're looking for. I honestly get 30+ a day and am too busy to reach out to any of them! There's no penalty if you don't reach out.
