He told me he will give me her mail and we will further discuss about work on mail with her. Is it safe for me to discuss bussiness over other platform rather than fiver. Is it against fiver policy? No, this violates Fiverr's ToS. Tell your buyer to keep all communication on Fiverr's platform and it's against Fiverr's policy to take conversations off the platform. If necessary, you can mark the buyer as spam or report them.
