My buyer reject to do transaction on site

I just started on fiverr, 

I posted new gigs yesterday and i got message from a buyer, he tell me to contact him via telegram, after a long talk i get my project from buyer and i tell him to do transaction via Fiverr, but he reject with reason "We are an out source company, we do not work through fiverr we only recruit new staffs through fiverr". Is this a scam? Should i continue this work?

It's a scam, and it's against the fiverr term and conditions. You cannot share external contact details. You cannot talk with a buyer outside of fiverr. You cannot get paid from buyers outside of fiverr.

All of these actions will lead to your account being banned.

Yes it's scam, Most important you should never start any work before buyer place order on Fiverr. For this, your account might get banned.
