Pop Ups on fiverr site anyone?

 I'm on Fiverr webpage on Chrome on PC, and I keep getting these page based pop ups that prevent me from clicking some actions. It's been happening for a couple of days. Only on fiverr. No other sites seem affected. I only use Chrome. So the issue looks like this for example: I'm trying to rate a buyer on a completed sale, and when I try to click the 5th star, instead of letting me click the star, a pop up window appears like a cartoon word bubble that says "outstanding." I can't click the "outstanding" and I can't get to the star, so I can't review the buyer. Kinda annoying. Anyone else?
