Buyers are not required to accept any offers. You cannot force them to hire you. Perhaps the buyer chose to hire someone else -- someone who presented a better offer.

You should send a custom offer to the buyer according to both of your discussion. You should mention clients criteria properly in brief with flexible price and work duration.
