Gig Activation & Skill Test

Good afternoon, can anybody tell me why I can't publish my gig? Fiverr say to give a skill test but after 90 days! But I do not give the skill test. Fiverr says to wait for 90 days. Please tell me the reason. Now my gig is in draft mode. My gig title is - I will do complete on-page SEO optimizations.

If you're asked to wait 90 days, that's most likely because you have already tried and failed at a skill test, or because you've been caught cheating by minimizing or going outside the test window during the test.
