i have pay pal account , I have freelancer whos set up gig . Ive tried to pay by pay pal ..I have pay pal account , Mentions in the help you can pay by pay pal on site . When subbmitting a pay pal asks for credit / debit card,,,,, thats confusing  why do need credit card . when pay ing by pay pal

I think they're a Buyer who's trying to use PayPal, but can't.

OP, perhaps you're in a location that does not permit PayPal.
