How does work the "Scale Your Business" page?

Hello!
We know there is an option for sellers to scale their businesses. If you go to the page you will see there are two options, one is "GENERATE CUSTOM OFFER" and another is "CREATE YOUR BADGE".
But problem is, I can see only the "Create Your Badge" option and "GENERATE CUSTOM OFFER" is hidden which is most important for the seller I think.

Please give me some advice anybody.....
