Where can I find projects posted by buyers on fiverr?

You don’t. On fiverr clients find you and your gigs and contact you if they are interested

On Fiverr buyer message you. However, you can send an offer to the buyer request posted in buyer request section.

If you are referring to Buyer Requests, you just need to Switch to Selling and click More at the top of the page.

You will find Buyer Requests in the dropdown menu.
