Contact a buyer through other social media app

Hello, buyers request me to contact through telegram, is it recommended? 

As when I asked them to discuss here on fivver they didn't respond.

Of course not and you might loose your account. 
anyone offering to communicate outside off fiverr is most likely a scammer

Fiverr doesn't allow like this. If the Client is from Business Select, VID- then it's different factor to go though zoom and manage everything over here on fiverr (orders, payment and so on)
