That's not possible. Both accounts might get banned. He can use fiverr app for client interaction.

Most likely yes, but you'll need to contact Customer Support first and get permission from them.

Since you and your brother don't offer services in the same category, you will most likely get that permission, and @vickiespencerhas already shared the details of the rules that both your brother and you will need to follow.
