I can't set my Paypal(or any- ) payment method

Hello there

I'd be very thankfull for a comment. Is there any "abc" step by step guidance info obout setting up &  ACTIVATE my payment method?

I like to pay someone in Fiverr( & also to get payd) & can't work it.

 

I went to "profile"---> "settings" ---> paiment methods----> & then I get..

a page with nothing pressable accept the menu( that didn't help), & nothing more but this words:

Payment methods   

  No payment methods yet.       Want to check out in a breeze? Next time you order a Gig, save your payment method.

 

& that's what's in the menu  :

• Account
• Security
• Notifications
• Payment methods
• Form W-9
