How to reach a specialist seller?

I've been looking for software developers to develop my project for a while, but I can't find it. The software developers I found are either not competent or unable to complete the job or they want money outside of Fiverr. Each time, they say that we have done half of the project and completed it. That's our deal. How can I distinguish whether the software developer I found is senior or junior? Sellers with level 2 say that they are busy and cannot get the job. I don't know how to trust new sellers reviews less. For example, when I type "senior web developer php" in the search section, it brings me those who are not competent because keywordds contain php.

In short, how can I reach competent people in the field?
