New to Fiverr, delivered item but incompleted. Which option should I choose?

Hey! I'm new to Fiverr and stumbled upon this service which does exactly what I needed,  the seller has only delivered 1 website page (7 pages website to be done) asking if I am satisfied with the page design and if I need any modification before he continue working on the next page. I'm required to choose between the 2 options within 3 days, 'Yes, I approve delivery' and 'I'm not ready yet'. I clicked on 'I'm not ready yet' and I am stuck on 4 options that has been presented to me. 'I still need revisions', 'I received a partial delivery', 'I'm dissatisfied with the quality' and 'I didn't receive anything'. If I were to press on 'I still need revisions', the seller's service only has 3 revision stated, does that mean he has the option to force 'fulfill' my order even though it is incomplete after 3 revisions? Which button should I press?

First of all, your seller should’ve never delivered your website incomplete and he broke fiverr TOS with it. 
 

Definitely choose option “I received a partial delivery”. 
It will be recorded as a revision in the system but you will be able to still request all your revisions that you are owed, fiverr doesn’t limit you with pressing request button as long as you don’t abuse it to get more free work or revisions that are not included in the package. 
If you feel safer you can also include in your message to seller that you did request a revision but as there is no revision at this point you do expect still 3 full revisions when he will deliver full website. 
 

my personal opinion: Any seller that tries to game a system with delivering partial work is not trustworthy. I would look out for him now delivering on time and not dragging your project for a long time because with a revision his clock is not ticking anymore. So I would also ask him how long would it take and if you still can expect your delivery within the original agreed timeline.
