There is no limit to changing the Fiverr profile picture. But you must remember that if your profile has good reviews, you should not change your profile picture. Because when you will change your Fiverr profile picture, your previous clients don't identify you. For that reason, you will not get orders from previous clients.

I think you might have forgotten that user names and the order history (between sellers and buyers) exist. I do agree that changing your picture TOO often probably isn't a great look, but I really wouldn't leave the same picture for ages just because I have good reviews...
