Unable to Confirm & Pay from Balance (Possible Exchange Rate Decimal Place issue)

Maybe 15mins ago, I accepted a custom offer which was priced in USD, using an existing CAD balance on my account. The exchange rate amount in order purchase flow and my balance matched exactly according to what showed on the order form. It was initially giving me an error saying to check my credit card details and refusing to process. It took 3 or 4 retries but it eventually accepted the order. My gut says there was an insufficient balance of 0.00X cents and I couldn't see it and then the exchange rate changed behind the scenes.
