If you mean, a client outside of fiverr contacts you and asks for you to design a logo, or create a commercial for them, it would be fine for you to order these services from sellers on fiverr, to resell to your own client. However, you will need a commercial license with your order to be able to do this legally. You need to purchase a commercial license for many services if you want to profit from a seller's work. 

Check each seller's description, gig extras, and FAQs to find out their commercial license/resell policy and cost. Some sellers let you do this for free as a bonus, others do not.

You are also allowed to link external clients to your fiverr page in order to carry out an order for them, but all communication and payment must occur on fiverr.
