Hacker Gigs aren't allowed on Fiverr. You could try finding a Gig for advice on how to recover hacked accounts. But in case you haven't yet, it's perhaps best and fastest to try following Google's account recovery steps: https://support.google.com/accounts/answer/6294825?hl=en - even if you can't recover your account through that, perhaps you can at least get the person you think stole your account get locked out as well, before they can wreak (more) havoc.
