VAT issues for israeli sellers

Hey 

Im trying to understand some issues regarding taxation in israel. i tried to contact fivver support directly but they just gave me general information which is irrelvant and directed to buyers not sellers, and declared the issue as resolved. 

my accountant advised me to issue invoice for each sell on fiver. so the first question is if others do it or do they produce the invoice upon withdrawl of the money? 

the second thing is about sending the invoice to fiver. accroding to fiver support i should contact their support team. but is there a direct communication channel. becuase it's not a single event. this is on going situation with approx 30 invoices per month. 

any insights from israeli users which are familiar with those tax issues are welcome.
