Is there a market for that? Are there many people looking into someone designing their T-shirts? Are there companies or individuals that have that need? Or they can easier use free websites from printing companies with premade customised designs?

yes, typography and creative designing, using illustrator and photoshop

Yes for all questions that I asked? Even for the last one? Then if you are answering yes for the last question then why would people use your services on fiverr if it’s easier for them to use free customised tools on printing company websites?
