If you advertise only 1 revision AND you have already given the buyer 3 revisions, you are sending a message to the buyer that you are okay with doing more than 1 revision. So the buyer will keep asking for more revisions.

It's like telling children that they can only have one snack, and then giving them multiple snacks. They will keep asking as long as you keep giving.

Not a problem, it is an opportunity.  They get 1 free revision, then you charge for each additional one.
