I am level Two seller and fullfil the requirements for next level promotion as well but Fiverr did't responsed it. What wrong

So you want to be a top rated seller? Is that what you mean? If so, that's manual, it's not automatic. Fiverr staff chooses top rated sellers. So you might become a TRS on the 15th or it might take months, years, you may never be one, who knows.
