According to some of my limited friends here in Ukraine, since i can’t speak Russian yet (i moved here like almost 7 months ago and still can’t speak russian…sigh), they said i can make Paypal account however i wouldn’t be able to get is as cash, the only way is to spend it at stores who accept visa/master card or spend it online. The thing is i like it as a cash or have it at least in my local bank account. If there is any Ukrainian/ Paypal expert reply this i would be so thankful and appreciate it.
