Does Buyer Requests depend on Seller Level ?

Most of time I find "buyer requests" page to be blank or sometimes, 15 requests instantly which even washes before i send offer.

I heard whispers that it do depend on seller's level. Some says if you achieve level ONE, you will see more requests. Is that true ?

Can someone point me to official resource about it ?

I have been on here almost 3 years and have never seen a blank Byers Request page. The offers may not always be what I want to respond to, but there are always lots of jobs. You can find something. I suggest you check it earlier in the day and check it every half hour or hour even. You will find a job there.
