Does fiverr allows video recording tool like Loom link for sharing it with buyer?

Loom is mainly used for video record and instant sharing the message with others. I was thinking to share it with my client to explain my works to them.

No, Fiverr requires conversation stay on the platform. The only video-sharing to Fiverr permits is integrated into the platform, and only if your Buyer qualifies.
