Creating a new Fiverr account and seeking information on bank transfers

Dear Fiverr forum Team, 
I would like to ask you the answers to two questions.
1. If a Fiverr Account is restricted for any reason, will that person be able to create a new Fiverr account?
2. If a Payoneer account is linked to an old Fiverr account and for some reason that Fiverr account is restricted, can that Payoneer account be added by opening a new Fiverr account?

Here's a quote from the terms of service:

Quote

Multiple Accounts - To prevent fraud and abuse, users are limited to one active Fiverr account and one active Fiverr Business account. Any additional account determined to be created to circumvent guidelines, promote competitive advantages, or mislead the Fiverr community will be disabled. Mass account creation may result in disabling of all related accounts. Note: any violations of Fiverr’s Terms of Service and/or our Community Standards is a cause for permanent suspension of all accounts.

If you actually mean "restricted", while Fiverr is still investigating your account, you need to wait until they decide to let you keep your account, or tell you it's a "permanent suspension". If you mean "suspended", that's basically "Game Over".
