What can we do about fraudulent YouTubers?
They place heavy orders without prior contact and lower the gig level

Fiverr is made so clients could place orders without contacting you. You have to make sure that what you describe in your gig description and packages is absolutely clear with what client will get.

Talk to fiverr CS for that they cancel the order on your behalf

Btw why do you wanna cancel....some sellers here don't get enough orders.

What does this mean?  How does getting big orders lower your gig level?  And as @mariashtelle1 points out, the system is designed to allow for orders to be placed immediately. It is your job to make sure your gig covers your intentions.  I have my gigs setup so that I generally make more money if someone orders directly versus if they contact me first.
