I don't understand why 3.47 dollars is deducted from my account

3.47 dollars are deducted from your account as Fiverr's fee because Fiverr takes 1% of each transaction on early payout. Hope you have read the terms before utilizing the opportunity provided by Fiverr 🙂

The option is not available to you at the moment as you are not eligible.
 As much as I'd like to assist you here we cannot manually enable this feature.
