It's out of your control, In the initial stages you'll get few but when you level up you'll get more. So just focus on your gigs and get in touch with the forum.

If you are specifically talking about buyers' requests, you get 10 as a "normal" seller and 20 if you are on the seller plus program. No mystery there.
