How to handle scammer buyer as web developer?

It is so sad that I had to provide my whole work without complete the order. 
After getting the source code buyer did a dirty trick for cancel the order.

Please give me some tips:

1. How to deliver my work without provide the source code.
2. Can I provide live site  without source code? When he will check website and "mark as complete" the order then I will provide him source code. Am I do it?
3. If you are a web developer, web designer and programmer then How you serve your work? Tell me the process.
