That sounds like you put in a brief as a Buyer, and no Seller who saw it felt they could take on your task. If you were not looking to buy, and were using the Briefs for advertising your own services, then it's no wonder there was no match, because only Sellers see Briefs.

Yes, you can change it as often as you like. However, I suggest you only change it once a month so that you can see how the price is working for you.

Interpreting that question as "If I turn off 'Briefs', can I still be matched?"

If that interpretation is correct, then: no. The 'get brief's matching' must be 'on' to be matched.
