Reply to the buyer's request only if you have the aptitude to do what it is they want done.

This is just how it is. Some sellers are only allowed to view a certain amount of requests daily (new sellers, Level 1) so that may be why you are not seeing a ton of them (if you are a new or Level 1 seller). Another reason is, perhaps there are just not a lot of buyers who put in requests in the categories you offer services in.
