It’s not a promoted gigs causing your gig derank. Your ranking depends on your performance and if your performance dropped then you will be unqualified for gig promotion and it’s just an indicator that your gig ranking also will be affected.

My performance is perfect i have completed numbers of order with 5 star rating and some of in pending but why this happens..

On October I also got a notification from Fiverr "Some of your Gigs cannot not be promoted anymore" then from that day all my impression, click drastically down. I was a level 2 seller and my that gig were mostly at the 1st page on 1 or 2nd row. Its has been 2month

Might be helpful.
1. Turn off your gig promotion
2. Get 5 to 10 order from your previous buyers.
3. Wait
