In this case, you are able report the buyer. As the buyer tried to take the conversation out of the marketplace (That's against TOS rules and regulation)

All you have to do is tell him that he has to do everything within fiverr. If someone leaves you the mobile phone number, besides being banned, it is never a sign of a serious customer.
