How to ship my small product( photos ) worldwide. International shipping cost is high. But some of the sellers are shipping their products worldwide. How it is possible?

Hello I have a question for international shipping: without the extra, my product, 1 chocolate bar, costs $7 to 9 in international ship, and with the extras (6 chocolate bars) cost $19.95 flat rate international shipping, but the options on fiverr are only up to $8 charge, do you know how to get around that?
