I cannot submit my gigs!

I have two gigs I want to publish, but I can't publish them because the button is grayed out. I've reviewed everything and I didn't forget to fill in anything. Right now, it says "You can publish your Gig once you received a notification that your Form W-9 check was completed successfully," but to be honest, I have no idea what that means.
