Video Quality in a Gig video ;(

Hi There!

I`m a new user of Fiverr ) My name is Alexander.

I have a question about Video Quality in a Gig video - i created Gig about «Removing Noise & Grain». I use 5mbps bitrate for my video to get 50MB file(1280x720px).

The noises on it are bad enough, also after loading it was encoded for the second time and the noises are not visible at all in my example (before / after) =((

Is it possible to upload a file a little bigger or at least somehow that it would not be encoded twice?
