Only some gigs appearing in Promoted Gigs?

I have 6 active gigs, however only two appear in the promoted gigs tab, why is this?

Your ability to promote is based on the individual gig's performance, not your profile.

According to the rules of Fiverr Marketplace. If you have 10 sells/reviews. Only then will you see that gig in your Promotions tab. For this your gig should first promote you manually and generate 10 sales.
