Ridiculously High Pay on Some Buyer Requests

I have attached a screenshot of a Buyer Request. I am wondering whether it could be a scam?

I am not sure whether they are scam or not, but I have applied to two requests which were paying more and one hasn't gotten back. The other one has replied and told me that he has received multiple applications and to be sure that I am the right seller for him that I should send a sample, which was basically the entire project before getting paid. After I said that I don't start working on a project before a order was placed he disappeared. 

So, you could apply for it but be very careful.

Don't waste your proposal on it, It's not worth it, they are not serious buyers (Most of them).

You shoud just wait fo their response, and then figure out from there. It depends on your service, their business, their communication. Also sometimes people do not pay attention to the initial budget you should put on when creating a request.
