Need a way to report a fraudlent offer

I contacted FRAGGLESROCK whose ad at the top says he creates websites in multiple forms for $5. When i told him I only needed three pictures (two book and myself) and video from other Fiverrs talking about my book, he sent an email demanding $150. I want to report him but how? to whom?
