Normally, I get 28 dollars for orders of this type. But I only received 25 dollars today. Why is that?

Kindly check your earnings statement. there should be something with a a breakdown balance details.

 

Recently Indian sellers were reporting that they are getting charge from their earning as tax source or something like that.
And I can see your buyer from India.
So I think fiverr is charging additional taxes from sellers as well.
It means you were charged 10% from your earnings.
