I don't know how you would think this is ok. You're violating the terms, you lose your account, so you make another one, violating the terms again?

Short answer: you can’t. 
you were banned and that’s it. Fiverr doesn’t have a way to work around it by creating gene accounts.

(Hopefully someone from Fiverr takes a look at your new accounts and bans them too. Who in their right mind would want to openly assist a ban dodger with multiple accounts?)  Ahem. Sorry, don't think that is a possibility.
