Am I being scammed

I have hired two different people to develop an app for me. The first one kept sending me the delivery even though the app was maybe only 10% complete. Multiple times he said he needed me to approve it and then he would continue to work on it. I felt I was being scammed. I was finally able to get fiverr to cancel the gig for me.
 

I have now hired someone else to do the same job. He is asking me to approve his delivery of a job that has not even gotten started. He said he needs the money to buy “tools“ that my app needs to work correctly.  I feel that both of these sellers tried to scam me. I don’t have a lot of experience on Fiverr, so I thought I would ask the forum. Thanks for any advice you can give me.

Definitely a scam. Once you 'approve' the work it means you have received 100% of the project and are satisfied with it and your money has gone to the seller. Then it's difficult to complain. Report the scammers to Fiverr. They give honest sellers a bad name.

I really recommend you to report both of them and find another seller with good reviews and portfolio. Obviously, the price for their services will be significantly higher, but too low price is a red flag.
