Basic package is the only Option? How to add more packages?

I just made a few gigs obviously starting with the Basic package.  I have added a few Upgrades to the Basic package.  At the very bottom, you can add Gig Extras, which is very limited, it doesn't seem like that's how to make another level?  I don't see how to add more levels to make different types of packages

At the top you will see the option of 3 Packages next to the Scope & Pricing. By Default it is turned off, you need to turn it on and then you can set your 3 different packages.
